On participation in the briefing on the results of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China

On November 12, 2025, Consul General of the Republic of Belarus in the Hong Kong SAR (PRC) Tatyana Kharlap took part in the briefing by the Authorized Representative of the Ministry of Foreign Affairs of the PRC in Hong Kong SAR on the results of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China.

The event was organized by the Office of the Commissioner of the Ministry of Foreign Affairs of the People’s Republic of China in Hong Kong for representatives of the diplomatic corps, chambers of commerce, and the media, and was dedicated to reviewing the CPC’s proposals for the development of the 15th Five-Year Plan for National Economic and Social Development.

Cui Jianchun, the Authorized Representative of the Ministry of Foreign Affairs of the People’s Republic of China in the Hong Kong SAR, delivered a speech to brief participants, presenting China’s main achievements following the implementation of the 14th Five-Year Plan, as well as the main goals and objectives for the implementation of the next five-year plan.

Cui Jianchun emphasized that the formation of proposals for the 15th plan was a universal process. The working group was headed personally by General Secretary Xi Jinping, and extensive consultations were held with representatives of provinces, autonomous regions, and municipalities, as well as online. Three million comments were received online, which, after processing, were compiled into more than 1,500 proposals.

With regard to the role of Hong Kong and Macao in the implementation of the future five-year plan, the CPC’s recommendations include provisions on the need for deeper integration of Hong Kong and Macao with mainland China, including assistance in its development. Thus, «Hong Kong and Macao have the backing of the motherland and maintain close connection with the rest of the world. These unique strengths and important roles should be further leveraged. We should consolidate and enhance Hong Kong’s status as an international financial, shipping, and trade center and support it in developing into an international innovation and technology center».

He concluded his speech with the thesis that «The key to China’s success lies in staying committed to our long-term vision, working tirelessly generation after generation … to partner with China is to partner with opportunity; to believe in China is to believe in tomorrow; and to invest in China is to invest in the future».
