Appeals of citizens and legal entities
In accordance with the Law of the Republic of Belarus dated July 18, 2011 No. 300-Z «On Appeals of Citizens and Legal Entities», an appeal to the Consulate General of the Republic of Belarus in the Hong Kong Special Administrative Region (People’s Republic of China) can be made in written, electronic or oral form.
Appeals are submitted in Belarusian or Russian.
Written appeal should be sent to the Consulate General at the following address: Unit 1303, 13 Floor, Tower 1, Lippo Centre, 89 Queensway, Admiralty, Hong Kong.
Electronic appeals are sent by filling out the electronic form for citizens or legal entities and individual entrepreneurs in the State Unified (Integrated) Republican Information System for Recording and Processing Requests from Citizens and Legal Entities for Submitting Requests in accordance with the Law of the Republic of Belarus «On Appeals of Citizens and Legal Entities».
Written appeals from citizens shall contain:
— the name and (or) address of the organization or the position and (or) last name, first name, patronymic (if any) or initials of the person to whom the appeal is sent;
— the citizen’s last name, first name, patronymic (if any) or initials, address of his/her place of residence (place of stay);
— a statement of the essence of the appeal;
— the personal signature of the citizen (citizens).
Written appeals from legal entities shall contain:
— the name and (or) address of the organization or the position and (or) last name, first name, patronymic (if any) or initials of the person to whom the appeal is sent;
— the full name of the legal entity and its location;
— a statement of the essence of the appeal;
— the last name, first name, patronymic (if any) or initials of the director or person authorized in the established manner to sign appeals;
— the personal signature of the director or person authorized in the established manner to sign appeals.
The text of the appeal shall be clear, including handwritten appeals. The use of obscene or offensive words or expressions in appeals is not permitted.
Written appeals submitted by representatives of applicants must be accompanied by documents confirming their authority.
Written appeals may be left without consideration on the merits, if:
— the appeal does not contain information that shall be provided;
— the appeal is subject to consideration in accordance with the legislation on constitutional proceedings, civil, civil procedural, commercial procedural, criminal procedural legislation, legislation determining the procedure for administrative proceedings, legislation on administrative procedures, or in accordance with legislative acts, establishes a different procedure for filing and considering such appeals;
— the appeal contains questions, the solution of which does not fall within the competence of the organization to which they were submitted;
— the deadline for filing a complaint has been missed without a valid reason;
— the applicant has filed a repeated appeal and it does not contain new circumstances that are significant for the consideration of the appeal on the merits;
— correspondence with the applicant on the issues set out in the appeal has been terminated;
— the appeal contains threats to life, health and property, an incitement to commit an illegal act, or the applicant otherwise abuses the right to appeal.
